Japan MP under fire for praising Nazis

Japan's finance minister has publicly retracted comments he made this week that appeared to call on Japan's conservative government to emulate Adolf Hitler's takeover of pre-war Germany, a gaffe that underscored the potential for disputes over Japan's own wartime history to derail its popular prime minister, Shinzo Abe.

Taro Aso, also a former prime minister, insisted that his comments on Monday, in which he seemed to say that Japan should learn how the Nazi party quietly rewrote Germany's constitution, were taken out of context.

Faced with growing criticism within Japan and abroad, he countered that he had never meant to praise the Nazis. He said he had hoped to prompt debate in Japan over whether to change its pacifist constitution to allow a full-fledged military, as many conservatives now seek.

Still, the uproar over the comments by Mr Aso seemed to confirm the fears of some Japanese and other Asians that members of Mr Abe's government want to revise views of World War II to present Imperial Japan, an Axis ally of Nazi Germany, in a more positive light.

The Surveillance State Is Not John Roberts' Fault

The secret court that determines the boundaries (such as they are) for NSA surveillance has gotten progressively less secret over the past few months, thanks to Edward Snowden. New data about the historic composition of the court seems to suggest that more of its judges now have prosecutorial backgrounds and were Republican appointees. Put your partisanship down. Existing data and leaked rulings suggest the difference this made was at best subtle.

That new data appeared in a front-page article in The New York Times on Friday. It addresses the role played by Supreme Court Chief Justice John Roberts in making appointments to the court, which is formally known as the Foreign Intelligence Surveillance Act (or FISA) Court. The name stems from the law that gives it its authority, the Foreign Intelligence Surveillance Act, signed into law in 1978. The court came into being the next year, with appointees determined by then-Chief Justice Warren Burger.

While Roberts' role in appointing judges to sit on the FISA Court has been documented before ??most notably by the Washington Post earlier this month ? it had not previously been possible to compare Roberts' appointees with his predecessors. The Times got a full list of appointees over time, most of whom come from district appeals courts. The paper's Charlie Savage summarizes:

Though the two previous chief justices, Warren E. Burger and William H. Rehnquist, were conservatives like Chief Justice Roberts, their assignments to the surveillance court were more ideologically diverse, according to an analysis by The New York Times of a list of every judge who has served on the court since it was established in 1978.

According to the analysis, 66 percent of their selections were Republican appointees, and 39 percent once worked for the executive branch.

Our own version of The Times' graph of those appointees is below. Each Chief Justice who has appointed FISA Court judges is below. The timing is important, so it's worth breaking out:

  • Warren Burger: began appointing judges in 1979
  • William Rehnquist: began in 1986
  • John Roberts: began in 2005

As is hopefully obvious, the distinction between Roberts and his predecessors is subtle. He has appointed a higher percentage of judges who have experience in the executive branch (mostly as prosecutors) and who were themselves appointed to the bench by other Republicans. This, Savage argues, is important.

While the positions taken by individual judges on the court are classified, academic studies have shown that judges appointed by Republicans since Reagan have been more likely than their colleagues to rule in favor of the government in non-FISA cases over people claiming civil liberties violations. Even more important, according to some critics of the court, is the court?s increasing proportion of judges who have a background in the executive branch.

The "academic study" linked is to a 2004 report that broadly suggests George W. Bush appointees to all benches were more conservative than the norm. The FISA Court is not mentioned.

But the data itself suggests that concerns about an increasingly conservative set of appointees ??which, again, is subtle! ? are overblown. Using data compiled by the Electronic Privacy Information Center, using reports from the FISA Court to Congress on its decision-making, here's how the FISA Court has ruled on government-proposed warrants under each Chief Justice.

It's hard to tell, but the percentage of warrant applications rejected during the years Roberts was appointing judges actually increased. Barely, mind you, and Roberts' FISA Courts have been presented with far, far more applications than previous courts.

You may be thinking: Well, if a bench has a majority of conservative judges, it can overrule the non-conservative minority. Except that isn't how the FISA Court works. As Reuters reported earlier this year, each warrant is considered by one judge at a time. Given the propensity with which the warrants are approved, it's obvious that the judge's background as a prosecutor or political predilection makes no difference whatsoever in the decisions he or she makes.

Where the point is more valuable is in considering the opinions the bench has released. Savage makes this point:

[I]ncreasingly in recent years, the court has produced lengthy rulings interpreting the meaning of surveillance laws and constitutional rights based on procedures devised not for complex legal analysis but for up-or-down approvals of secret wiretap applications. The rulings are classified and based on theories submitted by the Justice Department without the participation of any lawyers offering contrary arguments or appealing a ruling if the government wins.

Among those opinions ??which are then used in consideration of those warrant applications ??were decisions that apparently loosened the definition of "relevant" used to determine when information was important for a criminal case. This is by no means insignificant ??but it's also not clear which judges were on the FISA Court when the decision was made. The Wall Street Journal's original report puts the timeframe as "starting in the mid-2000s" ??when the FISA Court would have been mostly Rehnquist appointees. (Each judge serves a seven-year term, so even after Roberts was named Chief Justice, many of Rehnquist's appointments were still in place.)

What's more, the FISA Court released an opinion that was a strong rebuke of the NSA's activity after 2008. In a letter to Senator Ron Wyden of Oregon last year, the office of the Director of National Intelligence admitted that the FISA Court had ruled that the NSA's intelligence-gathering operations had, at some point, violated the Fourth Amendment. That ruling, which is still classified, has become a focal point for civil liberties groups as one of the few indicators that the NSA overstepped its authority. And it came well after John Roberts started appointing his slightly-more-conservative judges.

Learning more about the composition of the FISA Court is an important development from the Snowden leaks ??just as is learning about the surveillance that court authorizes. But critique of Roberts' appointees as somehow exceptional does not appear to be warranted. The FISA Court has always been deferential to the government. That's the real problem.

Egypt: Masked Assailants Fire Shots At Church in Port Said

Masked assailants fired shots at Mary Mina Church in Port Said then escaped during the early hours of Tuesday.

No injuries were reported after the attack, the state news agency MENA said.

Police and army forces were deployed to the church and investigations are ongoing.

This is the fourth attack witnessed by the city in the past 24 hours.

Pope Francis prays for victims, families of Canada train derailment

(Vatican Radio) Authorities in the severely damaged Quebec town of Lac-Megantic said some residents could start returning home on Tuesday, after a runaway train derailed and exploded early Saturday, killing up to 50 people. Yahoo Mail for Android gets Dropbox file sharing

There's more than just Dropbox itself with big news at DBX -- Yahoo has just rolled Dropbox integration into its Mail app for Android. Much like what we saw on the desktop, Android users can now choose email attachments from their Dropbox accounts, no matter the size. There's no mention of matching support on other mobile platforms, although the iOS app is getting a separate upgrade that allows both multiple accounts and Yahoo Small Business mail. The two refreshed Yahoo Mail apps should be ready and waiting at the source links.

Japan broadcasters ban Panasonic ?smart? TV commercial

Japanese broadcasters are refusing to air commercials for Panasonic's new "smart" television, the manufacturer said today, amid speculation they feel threatened by its combined TV-Internet function.

Private broadcasters - in a rare case of turning down a major advertiser - have said they will not show commercials for the product, claiming the split screen simultaneously showing broadcast content and web pages may confuse viewers, according to reports.

"IPTV, or smart television, is a new area of service, and we are in talks to create new rules for broadcasting," Panasonic said in a statement. "We refrain from making further comments."

Web users who have seen the commercial, available on video-sharing site YouTube, lashed out at broadcasters for an apparently quixotic attempt to protect their medium from competition.

"Terrestrial broadcasting is finished because it has failed to keep up with the trend," said one posting underneath the video by Desuzo Otaku. "Forget it. We live in the time of the Internet."

"LG, Samsung have already released similar televisions a long time ago, but they cannot bring them to Japan," said another posting by tairaomote, referring to Panasonic's South Korean rivals.

Japan has a lively and competitive broadcast scene and a thriving Internet culture.

However, despite a reputation for innovative wizardry, Japan is sometimes slow to adopt new forms of technology into mainstream use. Some major companies are criticised for not keeping up with changes in modes of consumption.

Convoy takes remains of fallen Arizona firefighters home

PHOENIX (Reuters) - A solemn procession of 19 white hearses carrying the remains of firefighters killed battling an Arizona wildfire left Phoenix accompanied by police motorcycle outriders on Sunday on a final journey passing through the crew's hometown.

An honor guard of firefighters and police officers stood to attention as the caravan pulled slowly away from the Maricopa County Medical Examiner's office shortly after midday as bagpipers played a dirge.

The convoy passed beneath a large U.S. flag suspended from crossed fire ladders over a street leading to the Arizona capitol flanked with fire trucks as it headed for Prescott Valley, about 100 miles north of Phoenix.

The firefighters were from the Prescott Fire Department's Granite Mountain Hotshots team. They became trapped when their position was overrun by flames from the Yarnell Hill fire, southwest of Prescott, on June 30.

"Knowing that they risked their lives and paid the ultimate sacrifice, it's an honor for us to be here and know that we are with them ... they will not be alone," Captain Larry Nunez of the Phoenix Fire Department told Reuters outside the medical examiner's office.

Hundreds of residents, some sheltering beneath parasols in the 104-degree (40 Celsius) heat, stood solemnly at curbside as the procession of hearses passed by, each bearing the name of a firefighter who lost his life.

"They gave up their lives to save other lives," said onlooker Richard Galaviz, his voice unsteady with emotion. "The least I can do is come here and pay my respects so that they can go back home and get rest."

The route taken by the cortege was set to pass through Yarnell, the tiny scrub- and chaparral-ringed town the firemen lost their lives trying to protect, before heading on to their hometown of Prescott.

The convoy's final destination is the Yavapai County Medical Examiner's office in Prescott Valley, 10 miles east of Prescott.

The lightning-sparked blaze has blackened some 8,400 acres of rugged, brush-covered hillsides and ravines since it erupted on June 28. The fire was reported 90 percent contained on Sunday.

A memorial service to honor the firefighters is scheduled for Tuesday at an arena in Prescott Valley. U.S. Vice President Joe Biden is expected to attend, as well as firefighters from departments across the United States.

Officials plan to set up an overflow area to handle the crowd, expected to exceed the arena's seating capacity of nearly 5,000.

The deaths marked the greatest loss of life from a U.S. wildland blaze since at least 25 men died battling the Griffith Park fire of 1933 in Los Angeles.

Federal investigators are probing the reasons for the deaths. The fire crew was overcome as they tried to battle the blaze whipped up by winds that suddenly changed direction, engulfing their position in flames.

Investigators expect to release provisional findings by early September.

Why Your Child May Get Eczema and How To Avoid It - Emaxhealth

If you want to help your child avoid getting eczema, the results of a new study offer parents a suggestion concerning the use of antibiotics. Several other options are also provided about how to avoid eczema.

A research team composed of experts from various British health and medical facilities evaluated data from 20 studies concerning eczema, a general term for various types of dermatitis or itchy skin. Among the most common types of eczema are atopic dermatitis (the most severe and chronic kind of eczema), contact dermatitis, and seborrheic dermatitis.

Atopic dermatitis is the form that most often is diagnosed during the first year of life, and it is estimated to affect more than 30 million Americans, according to the National Eczema Association. This kind of eczema often affects individuals who either have asthma and/or hay fever or who have family members with these allergic conditions.

In the new study, the investigators looked at the individuals? exposure to antibiotics before birth and up to one year after, and later development of eczema. They discovered the following:

  • Infants were more likely (up to 40% greater risk) to develop eczema if they were given antibiotics during the first year of life
  • Each additional course of antibiotics could increase an individual?s risk of eczema by an additional 7 percent
  • Prenatal exposure to antibiotics was not a risk factor for eczema

One reason for the increased risk of eczema associated with antibiotic use was offered by one of the authors, Dr. Teresa Tsakok of Guy?s and St Thomas? NHS Foundation Trust, who noted that ?broad-spectrum antibiotics alter the gut microflora and that this in turn affects the maturing immune system in a way that promotes allergic disease development.?

What parents can do
Parents should discuss alternatives to antibiotics with their physician if their child develops an infection or condition that may or may not be treated effectively with these drugs. If antibiotics are deemed necessary, parents should discuss also giving their child probiotics to help offset the killing of beneficial bacteria caused by the drug use.

If a child does develop eczema, a variety of treatments are available. Conventional approaches include antihistamines, immunomodulators (e.g., pimecrolimus, tacrolimus), and topical steroids, all of which are associated with side effects.

Some of the ways to treat eczema naturally and safely include the use of probiotics (beneficial bacteria) in foods and/or supplements, bleach baths, omega-3 fatty acid supplements, aloe vera, and following a diet that eliminates inflammatory foods such as processed meats, dairy products, and refined grains.

According to the new study?s senior author, Dr. Carsten Flohr, ?A better understanding of the complex relationship between antibiotic use and allergic disease [such as eczema] is a priority for clinicians and health policymakers alike.? Add to that list parents who want to better understand how their children may get eczema and how to avoid it.

mkcoffey is offline I was having wifi issues with my mini. I took it to the apple store and it worked there. I bought an airport extreme for home router and no everything is working including the ipad mini. When I travel, everything except my ipad mini can connect to the hotel router. I also tried many other hot spots with the same result. This problem seems to be limited to the ipad mini. My wife has 1st gen ipad and it connects fine when traveling. My iphone4s and macbook pro also connect without issues. Looks like I have to look at picking up an iPad 2.

The National Union of Mineworkers (NUM) will today begin a strike action at all De Beers operations of Voorspoed in the Free State, Kimberly Mine in Kimberly, Diamond Trading Company in Kimberly and Venetia near Musina.

The strike comes after De Beers had failed to accede to NUM?s wage demands even when the Commission for Conciliation, Mediation and Arbitration (CCMA) had intervened. The failed intervention by the CCMA had led to the NUM receiving a certificate of non-resolution to the dispute and having to embark on a strike action to force the company to accede to the workers ?legitimate demands.

The NUM demands a wage increment of 13% whilst the company offers 6%. The NUM further asked the company to increase annual leave days to 25 per annum instead of the current dispensation where workers in category A and B receive 21 days leave; those in C get 25 and those in D-upper are entitled to 30 days.

?We are also insisting that the company should phase out the A-band as there are only 25 employees throughout its operations and that they must offer a housing allowance of R4500? says Peter Bailey, the NUM ?s Chief Negotiator at De Beers.

The strike action will begin with night shift and continue until all wage demands are met.

WASHINGTON? -- U.S. employers added a robust 195,000 jobs in June and many more in April and May than previously thought. The job growth suggests a stronger economy and makes it more likely the Federal Reserve will slow its bond purchases before year's end.

The unemployment rate remained 7.6 percent because more people started looking for jobs -- a healthy sign -- and some didn't find them. The government doesn't count people as unemployed unless they're looking for work.

Still, hiring "continues to look more than strong enough to keep unemployment trending down ... and probably more than strong enough to lead to Fed tapering starting in September," said Jim O'Sullivan, chief U.S. economist at High Frequency Economics.

The Fed's bond purchases have kept borrowing rates low to encourage borrowing and spending. A pullback in its bond buying would likely send rates up.

Pay rose sharply last month, the Labor Department's monthly jobs report Friday showed. Pay has now outpaced inflation over the past year.

Stocks opened sharply higher before erasing nearly all their gains by midmorning. And the yield on the 10-year Treasury note jumped from 2.56 percent to 2.69 percent, its highest level since August 2011. That's a sign that investors think the economy is improving.

The economy has added an average 202,000 jobs a month for the past six months, up from 180,000 in the previous six. Hiring and consumer confidence have risen despite higher taxes and federal spending cuts that kicked in this year.

Friday's report showed the economy added 70,000 more jobs in April and May than the government had previously estimated -- 50,000 in April and 20,000 in May. Average hourly pay rose 10 cents to $24.01, 2.2 percent higher than a year ago.

The hotels, restaurants and entertainment industry added 75,000 jobs last month. Retailers added 37,000.

The health care industry added 20,000, construction 13,000. Temporary jobs rose 10,000. But manufacturing shed 6,000.

Many of the new jobs were part time. The number of Americans who said they were working part time but would prefer full-time work jumped 322,000 to 8.2 million -- the most in eight months.

The unemployment rate is derived from a survey of households, which found that 177,000 more people started looking for jobs in June. Most found them. The increase suggests that Americans think their job prospects have brightened.

But because some of the job seekers didn't find work right away, the number of unemployed was largely unchanged at 11.8 million.

The 195,000 job gain for June is calculated from a separate survey of employers.

The percentage of Americans either working or actively searching for work is known as the "labor force participation rate." The participation rate has risen for two straight months to 63.5 percent.

Still, the rate has been generally declining since peaking at 67.3 percent in 2000. That's partly the result of baby boomers retiring and dropping out of the workforce.

Despite the solid pace of hiring in June, the economy is growing only sluggishly. It expanded at a 1.8 percent annual rate in the January-March quarter. Most analysts expect growth at roughly the same subpar rate in the April-June quarter.

Weak economies overseas cut demand for U.S. exports in May. That led some economists to predict that growth in the second quarter might be slower than forecast.

Still, many areas of the economy are improving. The Fed's low-rate policies have led more Americans to buy homes and cars. They also helped boost stock and home prices in the first half of the year, increasing wealth and lifting consumers' confidence to its highest level in 5 1/2 years.

Auto sales in the January-June period topped 7.8 million, their best first half since 2007, according to Autodata Corp. and Ward's AutoInfoBank. Sales of previously occupied homes exceeded 5 million in May, the first time that's happened since November 2009. New-home sales rose at their fastest pace in five years.

Though fewer exports have hurt manufacturing, factories fielded more orders in May. And a measure of business investment rose for a third straight month.

Diane Swonk, chief economist at Mesirow Financial, said she thinks the improving job market will lead the Fed to taper its bond purchases starting in September. She predicts the Fed will announce that it will reduce its monthly purchases from $85 billion to $65 billion and by an additional $20 billion in December.

Swonk said she thinks the Fed will end its bond buying altogether in the second half of 2014.

Debunking the myths: 3 false claims about immigration reform

Many critics of immigration reform claim that opening up pathways for immigrants is unnecessary, will strain an already overburdened government, and take jobs away from native-born Americans. Reich tackles all three 'economic myths.'

The battle over immigration reform is often about economic fear ? fear that immigrants are hurting the economy for native born Americans. ?But that fear is based on several economic myths:

MYTH ONE:?Immigration reform will strain already overburdened government safety net programs like Social Security and Medicare.

Wrong. ?

The nonpartisan Congressional Budget Office finds that immigration reform will actually reduce the budget deficit by hundreds of billions of dollars.

Why is that? Because while they seek citizenship, undocumented workers will be required to pay into Social Security and Medicare even though they won?t be eligible for them.

They?re also younger on average than the typical worker, so even when they?re citizens they?ll be paying into Social Security and Medicare far longer.

MYTH TWO: New immigrants take away jobs from native-born Americans.?

Wrong again.?

The economy doesn?t contain a fixed number of jobs to be divided up among people who need them. As an economy grows, it creates more jobs. And what we?ve seen over the last 200 years is that new immigrants to America fuel that growth, and thereby create more jobs for everyone.?

We?ve also learned that new immigrants are by definition ambitious. They wouldn?t have borne all the risks and hardships of immigrating to the United States if they weren?t. And that ambition and hard work help the economy grow even faster.

The Congressional Budget Office estimates that immigration reform will increase economic growth by more than 3 percent 10 years from now, 5 percent in 20 years.

Ambition also helps explain why the children of new immigrants earn more college degrees, on average, than the children of native-born.

And why their incomes are higher than their parent?s incomes.

All of which also helps grow the economy and create more jobs.?

MYTH THREE:?We don?t need new immigrants.

Wrong again.

The American population is aging rapidly. Forty years ago there were five workers for every retiree. Now there are three. If present trends continue, there will be only two workers for every retiree by the year 2030.

No economy can survive on a ratio of 2 workers per retiree.

But because new immigrants are on average younger than native-born Americans, they?ll help bring that ratio back down. They?re needed so we can continue to have a vibrant economy.

Get it? Three wrongs don?t make a right. The right answer is immigration reform is not only good for undocumented workers. It?s also good for the rest of us.?
