ROAD RACES: Know What You're Running For | WHOTV.com ? Des ...

The road race season is just around the corner. But before you pay that entry fee, you may want to take a second look at where the money is going.

A lot of runners race for a cause. Some lace up their running shoes to fund research for breast cancer, others are hoping to help find a cure for colorectal?cancer. Non-profit runs and walks raise more than a billion dollars for charity every year. In 2010, The American Cancer Society?s Relay for Life raised $416.5 million. The Susan G. Komen Race for the Cure took in $121.9 million. And the March of Dimes March for Babies collected $102.3 million.

?There?s an old saying that imitation is the sincerest?form?of flattery,? says Roger Dahl, Executive Director of the Iowa affiliate of the Komen?Foundation. Komen?launched the Race for the Cure in 1983. Today, numerous charities mimic the Komen model.

?I think it?s a testament to what the Komen Foundation has done over the years that there are a lot of folks who have looked at that model and said, ?Hey, that?s really a neat way to get people involved.??

But other, smaller charities with less experience on the race circuit struggle to raise even a fraction of the nearly $1 million dollars grossed by Des Moines? Race for the Cure last year.

Charlie Kiesling is the Executive Director for Amanda the Panda, which provides peer support and grief counseling for children and adults.

?We were able to net about $9,000? not a ton, but every little bit helps,? says Kiesling. ?And it?s a lot of work to put these events together and we are volunteer driven in that sense.?

So is David McClusky?s organization, ?We probably have a hundred volunteers.?

McClusky is the Event Director for the Get Your Rear In Gear 5K. Proceeds from it provide free colonoscopies for people who can?t afford them, as well as services for people diagnosed with colorectal cancer.

About a thousand people participated in McClusky?s race last year. They raised nearly $70,000.

?And we try to keep the money that?s raised for that event to go straight back to the citizens in the state of Iowa,? says McClusky.

But McClusky believes he could have raised more, if not for another race held on the same day.

?Specifically, what came to town on that day was the Color Run.?

The Color Run drew nearly 30,000 participants to downtown Des Moines. Promoters boast that it is the happiest 5K run on the planet. But there is one thing it isn?t. It is not a non-profit race. The slick promotional materials alone cost more than some charities net from a 5K. The Des Moines Color Run grossed more than $1 million last year. McClusky doubts that racers realize the majority of their entry fee goes back to the business that founded the run.

To be fair, the Color Run did donate $1 dollar from each entry fee to Variety, The Children?s Charity. But that donation came with strings attached.

?We provided volunteers to help stuff the bags, to help with registration, to help throw the color,? says Sheri McMichael, the Executive Director.

In return, Variety received a check for about $28,000.

?It was worth it,? says McMichael. ?Because it?s a way to get people engaged in the community.?

She says it also gave Variety great exposure ? so much so, Variety is partnering with the Color Run in 2013. Variety is still negotiating its cut for the race and McMichael isn?t shy about saying she?d like the Color Run to be a little more charitable.

?Would I like to see more? Yes, of course I would. Did I talk to them about that? Of course I did.?

In comparison to other for-profit runs, the Color Run is being generous.

Take for instance, the Warrior Dash. It could easily be confused with the Wounded Warrior Project, which donates proceeds to Veterans. But not a penny from your Warrior Dash entry fee goes to charity, even though the St. Jude?s Children?s Research Hospital?logo is prominently displayed on its website. Instead, the money that goes to St. Jude?s is raised by race participants and it?s not a requirement. Last year, Iowa?s Warrior Dash participants raised a little more than a thousand dollars for St. Jude?s.

?These for profit events, they look like a lot of fun and they?re great,? says McClusky. But again, if you dig deep and you?re doing it because you think that the money is going to charity, well take a good look at them.?

?You have to do a little bit of research,? says Kevin Lewis, owner of Open Road Chip Timing.

He?s glad more people are running, but he has a problem with races that suggest the proceeds go to charity, when in fact they don?t.?

?I think a lot of people do think, ?Oh, this is a charity run,? and it?s not. It?s not a charity run.?

So how do you know the difference? Lewis says local races typically have a local address, a local phone number and if it?s a non-profit race it will likely have information about the charity it supports.

Bottom line, Lewis says be an informed runner. Know where your entry fee is going, well before you cross the finish line.

Cryopreservation: A chance for highly endangered mammals

Feb. 27, 2013 ? Oocytes of lions, tigers and other cat species survive the preservation in liquid nitrogen. Scientists of the Leibniz Institute for Zoo and Wildlife Research (IZW) in Berlin succeeded in carrying out cryopreservation of felid ovary cortex.

"We have successfully frozen and thawed oocytes in the ovary cortex of different cat species at minus 196 degrees Celsius. This freezing process and the storage of living cellular material in liquid nitrogen is called cryopreservation," said Caterina Wiedemann, doctoral candidate at the IZW.

The ovarian cortex is regarded as a reservoir of reproductive cells. It contains thousands of immature oocytes. Successful cryopreservation of ovarian tissue of wild cats is therefore a key element for the establishment of genome resource banks, an important tool for the preservation of genetic diversity. All felid species except for the domestic cats are listed on the Red List for endangered species of the International Union for Conservation of Nature (IUCN).

Taking a freezing procedure developed in human medicine as their model, scientists at the Department of Reproduction Biology of the IZW developed a method for cryopreserving the ovarian cortex of different cat species. In the original procedure, ovarian tissue of women who suffer from cancer is removed to avoid its damage by chemotherapy or radiotherapy. After successful tumor treatment the tissue is re-transplanted so that the normal female cycle, including fertility, can be restored. In the meantime, the tissue is conserved in liquid nitrogen. The IZW adapted this method to preserve female germ cells from feline species.

The particular challenge in the cryopreservation of ovarian cortex tissue comes from the fact that the cells are embedded in a very complex system. Ovarian cortex is composed of immature oocytes surrounded by small somatic cells, different connective tissue and blood vessel cells. In addition, the cellular properties of every species are unique, thus it not possible to develop a common freezing procedure applicable to all species. For the cat cells, the scientists of the IZW worked out a "slow" freezing protocol. The cortex was dissected into evenly chopped pieces, each 2 mm in diameter. The cellular material was frozen at a speed of 0.3 degrees per minute. Ethylene glycol and saccharose were used as cryoprotectant agents. To demonstrate their survival after thawing the ovaries, the cortex was cultured in a medium for up to 14 days before and after the freezing.

The IZW owns the genome resource bank ?Arche," which contains, inter alia, a variety of sperm samples of various wildlife species. The newly developed cryopreservation method will substantially improve the future storage of feline germ cells. ?This is a large step towards preserving biodiversity. In particular to endangered cat species the successful cryopreservation of female and male gametes is a ray of hope," commented the head of the department, Prof Dr Katarina Jewgenow (IZW).

In 2007 the IZW initiated the "Felid Gametes Rescue Project" in order to build up an European network for the extraction and storage of feline gametes, which are made available to breeding programmes of zoos. Within the framework of this project, different European zoos are sending ovaries and testes of big and small cats to the IZW in Berlin for research. The scientists involved are confident that these good results will encourage even more zoos to participate in the network.

(AP) ? Dr. C. Everett Koop has long been regarded as the nation's doctor? even though it has been nearly a quarter-century since he was surgeon general.

Koop, who died Monday at his home in Hanover, N.H., at age 96, was by far the best known and most influential person to carry that title. Koop, a 6-foot-1 evangelical Presbyterian with a biblical prophet's beard, donned a public health uniform in the early 1980s and became an enduring, science-based national spokesman on health issues.

He served for eight years during the Reagan administration and was a breed apart from his political bosses. He thundered about the evils of tobacco companies during a multiyear campaign to drive down smoking rates, and he became the government's spokesman on AIDS when it was still considered a "gay disease" by much of the public.

"He really changed the national conversation, and he showed real courage in pursuing the duties of his job," said Chris Collins, a vice president of amfAR, the Foundation for AIDS Research.

Even before that, he had been a leading figure in medicine. He was one of the first U.S. doctors to specialize in pediatric surgery at a time when children with complicated conditions were often simply written off as untreatable. In the 1950s, he drew national headlines for innovative surgeries such as separating conjoined twins.

His medical heroics are well noted, but he may be better remembered for transforming from a pariah in the eyes of the public health community into a remarkable servant who elevated the influence of the surgeon general ? if only temporarily.

"He set the bar high for all who followed in his footsteps," said Dr. Richard Carmona, who served as surgeon general a decade later under President George W. Bush.

Koop's religious beliefs grew after the 1968 death of his son David in a mountain-climbing accident, and he became an outspoken opponent of abortion. His activism is what brought him to the attention of the administration of President Ronald Reagan, who decided to nominate him for surgeon general in 1981. Though once a position with real power, surgeon generals had been stripped of most of their responsibilities in the 1960s.

By the time Koop got the job, the position was kind of a glorified health educator.

But Koop ran with it. One of his early steps involved the admiral's uniform that is bestowed to the surgeon general but that Koop's predecessors had worn only on ceremonial occasions. In his first year in the post, Koop stopped wearing his trademark bowties and suit jackets and instead began wearing the uniform, seeing it as a way to raise the visual prestige of the office.

In those military suits, he surprised the officials who had appointed him by setting aside his religious beliefs and feelings about abortion and instead waging a series of science-based public health crusades.

He was arguably most effective on smoking. He issued a series of reports that detailed the dangers of tobacco smoke, and in speeches began calling for a smoke-free society by the year 2000. He didn't get his wish, but smoking rates did drop from 38 percent to 27 percent while he was in office ? a huge decline.

Koop led other groundbreaking initiatives, but perhaps none is better remembered than his work on AIDS.

The disease was first identified in 1981, before Koop was officially in office, and it changed U.S. society. It destroyed the body's immune system and led to ghastly death, but initially was identified in gay men, and many people thought of it as something most heterosexuals didn't have to worry about.

U.S. scientists worked hard to identify the virus and work on ways to fight it, but the government's health education and policy efforts moved far more slowly. Reagan for years was silent on the issue. Following mounting criticism, Reagan in 1986 asked Koop to prepare a report on AIDS for the American public.

His report, released later that year, stressed that AIDS was a threat to all Americans and called for wider use of condoms and more comprehensive sex education, as early as the third grade. He went on to speak frankly about AIDS in an HBO special and engineered the mailing of an educational pamphlet on AIDS to more than 100 million U.S. households in 1988.

Koop personally opposed homosexuality and believed sex should be saved for marriage. But he insisted that Americans, especially young people, must not die because they were deprived of explicit information about how HIV was transmitted.

Koop's speeches and empathetic approach made him a hero to a wide swath of America, including public health workers, gay activists and journalists. Some called him a "scientific Bruce Springsteen." AIDS activists chanted "Koop, Koop" at his appearances and booed other officials.

"I was walking down the street with him one time" about five years ago, recalled Dr. George Wohlreich, director of the College of Physicians of Philadelphia, a medical society with which Koop had longstanding ties. "People were yelling out, 'There goes Dr. Koop!' You'd have thought he was a rock star."

Koop angered conservatives by refusing to issue a report requested by the Reagan White House, saying he could not find enough scientific evidence to determine whether abortion has harmful psychological effects on women.

He got static from some staff at the White House for his actions, but Reagan himself never tried to silence Koop. At a congressional hearing in 2007, Koop spoke about political pressure on the surgeon general post. He said Reagan was pressed to fire him every day.

After his death was reported Monday, the tributes poured forth, including a statement from New York Mayor Michael Bloomberg, who has made smoking restrictions a hallmark of his tenure.

"The nation has lost a visionary public health leader today with the passing of former Surgeon General C. Everett Koop, who was born and raised in Brooklyn," Bloomberg said. "Outspoken on the dangers of smoking, his leadership led to stronger warning labels on cigarettes and increased awareness about second-hand smoke, creating an environment that helped millions of Americans to stop smoking ? and setting the stage for the dramatic changes in smoking laws that have occurred over the past decade."

Dr. Anthony Fauci of the National Institutes of Health taught Koop what was known about AIDS during quiet after-hours talks in the early 1980s and became a close friend.

"A less strong person would have bent under the pressure," Fauci said. "He was driven by what's the right thing to do."

Carmona, a surgeon general years later, said Koop was a mentor who preached the importance of staying true to the science in speeches and reports ? even when it made certain politicians uncomfortable.

"We remember him for the example he set for all of us," Carmona said.

Koop's nomination originally was met with staunch opposition. Women's groups and liberal politicians complained Reagan had selected him only because of his conservative views, especially his staunch opposition to abortion.

Foes noted that Koop traveled the country in 1979 and 1980 giving speeches that predicted a progression "from liberalized abortion to infanticide to passive euthanasia to active euthanasia, indeed to the very beginnings of the political climate that led to Auschwitz, Dachau and Belsen."

But Koop, a devout Presbyterian, was confirmed as surgeon general after he told a Senate panel he would not use the post to promote his religious ideology. He kept his word and eventually won wide respect with his blend of old-fashioned values, pragmatism and empathy.

Koop was modest about his accomplishments, saying before leaving office in 1989, "My only influence was through moral suasion."

The office declined after that. Few of his successors had his speaking ability or stage presence. Fewer still were able to secure the support of key political bosses and overcome the meddling of everyone else. The office gradually lost prestige and visibility, and now has come to a point where most people can't name the current surgeon general. (It's Dr. Regina Benjamin.)

Even after leaving office, Koop continued to promote public health causes, from preventing childhood accidents to better training for doctors.

"I will use the written word, the spoken word and whatever I can in the electronic media to deliver health messages to this country as long as people will listen," he promised.

In 1996, he rapped Republican presidential hopeful Bob Dole for suggesting that tobacco was not invariably addictive, saying Dole's comments "either exposed his abysmal lack of knowledge of nicotine addiction or his blind support of the tobacco industry."

He maintained his personal opposition to abortion. After he left office, he told medical students it violated their Hippocratic oath. In 2009, he wrote to Senate Majority Leader Harry Reid, urging that health care legislation include a provision to ensure doctors and medical students would not be forced to perform abortions. The letter briefly set off a security scare because it was hand delivered.

Koop served as chairman of the National Safe Kids Campaign and as an adviser to President Bill Clinton's health care reform plan.

Worried that medicine had lost old-fashioned caring and personal relationships between doctors and patients, Koop opened an institute at Dartmouth College in New Hampshire to teach medical students basic values and ethics. He also was a part-owner of a short-lived venture, drkoop.com, to provide consumer health care information via the Internet.

Koop was the only son of a Manhattan banker and the nephew of a doctor. He said by age 5 he knew he wanted to be a surgeon and at age 13 he practiced his skills on neighborhood cats. He attended Dartmouth, where he received the nickname Chick, short for "chicken Koop." It stuck for life.

He received his medical degree at Cornell Medical College, choosing pediatric surgery because so few surgeons practiced it. In 1938, he married Elizabeth Flanagan, the daughter of a Connecticut doctor. They had four children. Koop's wife died in 2007, and he married Cora Hogue in 2010.

He was appointed surgeon-in-chief at Children's Hospital in Philadelphia and served as a professor at the University of Pennsylvania School of Medicine. He pioneered surgery on newborns and successfully separated three sets of conjoined twins. He won national acclaim by reconstructing the chest of a baby born with the heart outside the body.

Although raised as a Baptist, he was drawn to a Presbyterian church near the hospital, where he developed an abiding faith. He began praying at the bedside of his young patients ? ignoring the snickers of some of his colleagues.

ZTE does more than make Android phones that we rarely see in the U.S. They're also a big vendor to the folks who build out cellular networks, and provide all manner of equipment to folks like Verizon and other carriers. Today at Mobile World Congress 2013 they have launched what they are calling a 4G Cloud Radio solution.

It's technical, and a look at the white papers and press release is bound to bring on some serious head scratching for even the most seasoned smartphone veteran. In a nutshell, "cloud radio allows operators to address interference and coordination that affect OAM and arise as a result of the coexistence of multistandard networks. Wireless network performance can be optimized for given bearer resources, and user experience can be significantly improved. Cloud radio also protects investment, increases revenue, and helps operators secure a leading position in the wireless market."

I told you it was complicated. What we, as users, need to take away from this is that this new technology will allow carriers and the industry as a whole to make the transition from legacy 2G networks to 4G LTE smoother, more cost effieient, and cheaper. (AP) ? Ted Cruz glanced at his black cowboy boots, beneath a silver Texas belt buckle, waiting for the admirers to stop clapping.

His arrival had turned a drop-by at a Houston lumber yard into a virtual campaign rally. At an earlier stop near Austin ?at a gun manufacturer that churns out AR-15 rifles ? cheering fans crowded next to employees, and one held a sign reading "Ted Cruz rocks!"

The new troublemaker of the U.S. Senate was home again, and savoring nothing short of a victory lap.

In just seven weeks on the job, the insurgent Republican elected with the tea party's backing and bankroll has run afoul of GOP mainstays, prompted Democrats to compare his style to McCarthyism and has voted against nearly everything of significance that came before him.

"My view is simple: Washington is a rough-and-tumble place. If folks want to attack me personally, they're welcome to it," Cruz said during a visit this week to a Houston lumber wholesaler. "Texans elected a senator to go to Washington and speak the truth."

His approach was unusual for a freshman in Washington, and its effectiveness long-term far from certain, but the reaction at home so far is effusive.

Other Texas politicians are celebrating him, and supporters have turned his constituent visits during the congressional recess into revivals. On Twitter, Texas' popular attorney general Greg Abbott, a rumored candidate for governor next year, is among those beaming about the "Cruz Missile."

"He's been a terrific partner," declared the state's senior senator, Republican John Cornyn. "What he's finding is there's a lot of critics in Washington when you try to change the status quo."

As the lone tea party candidate to win a Senate seat in last year's election, the brash 42-year-old Harvard-trained attorney has aimed to become a force the GOP ? and Democrats ? must deal with. Having beaten a heavily favored establishment candidate in the Texas primary, he's made good on promises to be combative, uncompromising and absolute in his adherence to conservative principles.

His profile as an Cuban-American in a party struggling to appeal to Hispanics, and his pedigree as a top Ivy League debater and former clerk to Chief Justice William Rehnquist have made him the freshman to watch in Washington.

Yet Cruz's transition from the campaign trail to the Senate has been anything but smooth.

His sharp questioning of Defense Secretary-nominee Chuck Hagel during his confirmation hearing ? and public challenges to Hagel's integrity? drew a sharp rebuke from Democrats and even a Republican. In pressing for more documents about Hagel's speechmaking in the private sector, Cruz suggested that Hagel, a former Republican senator, had received money from radical sources and possibly was hiding it.

While some Republicans attempted damage control, in Houston this week, Cruz didn't back down.

"The flurry of attacks on me has had their intended effect, which was to shift the conversation away from Chuck Hagel," Cruz said. "Away from his record, away from his refusal to provide financial disclosures, and toward the direct, nasty, personal attacks leveled at me."

Privately, some Republicans expressed surprise that Cruz was barely on the job five minutes before he was saying no to a Cabinet choice. As the latest iteration of "Senator No," he voted against Senate rule changes to modestly curb filibusters, aid for victims of Superstorm Sandy and the Violence Against Women Act.

The attention Cruz received has cast a spotlight on Cornyn, the No. 2 Republican in the leadership, who hasn't strayed far from Cruz on those votes as he looks ahead to his own re-election in 2014 and the possibility of a challenge from the tea party. The only votes against Sen. John Kerry to be the next secretary of state came from Cruz, Cornyn and Republican Sen. Jim Inhofe of Oklahoma.

Cornyn called it a "phony construct" that Cruz is pulling him farther to right in an act of political self-preservation.

Not all Republicans have been as comfortable with Cruz. After Cruz's rough treatment of Hagel, Sen. John McCain defended his fellow Republican and Vietnam veteran.

"I just want to make it clear Senator Hagel is an honorable man. He served his country. And no one on this committee at any time should impugn his character or his integrity," McCain said.

At Hagel's confirmation hearing, Cruz employed charts and a scratchy tape from an Al-Jazeera interview with Hagel to challenge the nominee. But it was his guilt-by-association line of questioning that surprised several in the Senate, particularly when Cruz tried to link Hagel to Charles Freeman, a former U.S. ambassador to Saudi Arabia who resigned in March 2009 as chairman of the National Intelligence Council. Freeman was undone by congressional criticism over his comments about the Israel government and alleged ties to foreign governments.

Cruz cited media reports that Hagel traveled with Freeman to China. Hagel said he had never been on a trip with Freeman and hadn't spoken with him in years.

Cruz shifted the questioning.

"Is he someone whose judgment you respect?" he asked.

Cruz's questioning raised the specter of 1950s communist-hunter Joe McCarthy, the former Wisconsin senator. He has dismissed those suggestions, and conservatives have come to his defense.

In Texas this week, those who came to meet Cruz at stops like Lodge Lumber and La Rue Tactical in Leander took no issue with his line of questioning.

At the end of a tour at Lodge Lumber, Cruz was met by a supporter who carried in his billfold several fake dollar bills bearing Obama's face, including one that read, "The People's Republic of Hollywood." He said it was the president he wanted Cruz to keep in his sights.

Owner John Lodge said he felt that for the first time in a long while, someone in Washington was on his side.

"He gets with them. He's gotten down to business," Lodge said. "He's the man."

Firefox phones coming this summer

BARCELONA, Spain (AP) ? Mozilla, the non-profit foundation behind the popular Firefox Web browser, is getting into phones. But it's not stopping at Web browsers ? it's launching an entire phone operating system.

The Mountain View, Calif.-based foundation said Sunday that phones running Firefox OS will appear this summer, starting in Brazil, Colombia, Hungary, Mexico, Montenegro, Poland, Serbia, Spain and Venezuela.

The Firefox OS will land in a crowded environment, where many small operating systems are trying to become the "third eco-system," alongside Apple's iOS and Google's Android. Together, those two account for 91 percent of smartphone sales, according to research firm IDC.

Mozilla Foundation has an ally in phone companies, who are interested in seeing an alternative to Apple and Google, particularly one coming from a non-profit foundation. Thirteen phone companies around the world have committed to supporting Firefox phones, Mozilla said, including Sprint Nextel in the U.S., though it gave no time frame for a release. Other supporters include Telecom Italia, America Movil of Mexico and Deutsche Telekom of Germany. DT is the parent of T-Mobile USA, but plans to sell Firefox phones first in Poland.

Phone makers that plan to make Firefox phones include Huawei and ZTE of China and LG of Korea. The first devices will be inexpensive touchscreen smartphones.

All the phones will run on chips supplied by San Diego-based Qualcomm Inc., whose CEO Paul Jacobs appeared at Mozilla's press event Sunday in Barcelona, Spain, on the eve of the world's largest cellphone trade show.

The industry has seen various attempts to launch "open" smartphone operating systems, with little success. Jay Sullivan, vice president of products at Mozilla, said these failed because they were designed "by committee," with too many constituents to please. While developing and supporting the Firefox browser, Mozilla has learned to develop large-scale "open" projects effectively, he said.

He also said that putting quality third-party applications on Firefox phones will be easy, because they're based on HTML 5, an emerging standard for Web applications.

"Firefox OS has achieved something that no device software platform has previously managed - translating an industry talking shop into a huge commitment from both carriers and hardware vendors at its commercial launch," said Tony Cripps an analyst at research firm Ovum. "Neither Android nor Symbian ? the closest benchmarks in terms of broad industry sponsorship that we've previously seen ? have rallied the level of support that Firefox OS has achieved so early in its development."

FBI on sexting employees: Everybody does it

Disciplinary reports published by a news outlet reveal that FBI employees have a nasty habit of sending each other sexually explicit messages ? from both personal as well as government-issued cellphones? forcing the agency to comment on the matter.

"The instances described are not unlike those that occur among employees of any other large agency or organization in the country," a spokesperson for the FBI Office of Public Affairs said in a statement to NBC News. "It is important to note that in an organization of more than 36,000 employees, these disciplinary incidents involve a fraction of one percent of FBI employees."

The incidents are listed as "misuse of government computer" and "unprofessional conduct" in a confidential quarterly newsletter sent to FBI employees in early January, which was obtained and published by CNN. "Employee used personal cell phone to send nude photographs of self to several other employees," one of the incident report excerpts describes. "In aggravation, employee's conduct created office gossip and negatively impacted office operations."

"Employee used government-issued BlackBerry to send sexually explicit messages to another employee," another incident report excerpt reads. "In aggravation, employee's conduct was repeated, intentional, and occurred during work hours."

According to the FBI spokesperson who spoke to NBC News, "the disciplinary reports cited in the media are [...] provided to employees in a transparent effort to educate our workforce about the FBI's standards of conduct and to aid employees in steering clear of ethical pitfalls and other violations."

In other words, the FBI is teaching by example, sharing actual incidents, along with the penalties for the employees who were caught. (In case you're wondering, the employee who used his or her personal phone to send nude photos to co-workers received a 10-day suspension. The one who used his or her government-issued BlackBerry to sext a colleague received a five-day suspension.)

"We're hoping [that] getting the message out in the quarterlies is going to teach people, as well as their supervisors ... you can't do this stuff," FBI assistant director Candice Will told CNN. "When you are given an FBI BlackBerry, it's for official use. It's not to text the woman in another office who you found attractive or to send a picture of yourself in a state of undress. That is not why we provide you an FBI BlackBerry."

Will's concerns aren't the first shared about inappropriate messages being sent at work, of course. In mid-2010, the U.S. Supreme Court ruled in a Southern California case involving work-issued devices and some sexy text messages.

The court, at that time ruled that employees should assume that their bosses can (and will) monitor communications on their company devices ? meaning that those sending nude photos and explicit messages are bound to get busted. Additionally, rulings have been made by the House of Representatives to ban access to porn on government-issued computers.

Pentagon cuts could affect 30,000 in Washington

SEATTLE (AP) -- More than 30,000 defense workers in Washington would have their paychecks cut about 20 percent from late April through September under the furlough plan announced Wednesday by the Pentagon.

The Seattle Times reports (http://bit.ly/YEh4ZI ) the plan would affect about 16,200 civilian workers at Joint Base Lewis-McChord and 16,000 Northwest civilian Navy employees, most of whom work in Washington.

The Defense Department hopes a 9 percent cut in the civilian employee payroll in Washington would save about $175 million.

Defense Secretary Leon Panetta told Congress Wednesday he would have to cut payroll on a total of 800,000 civilian workers if automatic government spending cuts kick in on March 1. The cuts would save $4 billion to $5 billion by the end of September.

Eliminating malaria has longlasting benefits for many countries

Feb. 21, 2013 ? Many nations battling malaria face an economic dilemma: spend money indefinitely to control malaria transmission or commit additional resources to eliminate transmission completely. A review of malaria elimination conducted by researchers at the Johns Hopkins Malaria Research Institute and other institutions suggests stopping malaria transmission completely has longlasting benefits for many countries and that once eliminated, the disease is unlikely to reemerge over time. Furthermore, total eradication of malaria may not be necessary before countries that eliminate the disease within their own borders can rely on their health systems to control cases.

The study is published in the February 22 edition of Science.

"Our research identified a number of changes that could explain the stability of malaria elimination. The key for us now is to determine whether elimination caused some of these changes, and to identify other countries where elimination could become a stable endpoint," said the study's senior author, David Smith, PhD, MS, professor in the Department of Epidemiology and the Malaria Research Institute at the Johns Hopkins Bloomberg School of Public Health.

For the analysis, the researchers examined outcomes of the Global Malaria Eradication Programme, with activities starting in the late 1940s. When the program was defunded in 1969, the majority of countries that had achieved elimination stayed that way, while most countries that did not eliminate the disease continue to battle malaria today. The study analyzed data from countries that eliminated malaria, describing nearly a quarter of a million imported malaria cases?usually acquired during travel-compared with only about five thousand malaria cases transmitted in-country. Malaria transmission in elimination countries is rare today.

The researchers developed six hypotheses as to why malaria elimination remains stable over time. Among the reasons, researchers question whether economic development spurs a reduction in malaria transmission, independent of disease control measures, or if economic development is a byproduct of reduced illness from malaria. Other hypotheses consider benefits of mosquito control measures, effectiveness of outbreak management, and population travel patterns as reasons for keeping importation of new malaria infections low.

"If malaria elimination helps cause its own stability, then eradication may benefit from regional coordination, but it does not require a globally coordinated campaign. Malaria elimination can proceed like a ratchet, country-by-country and region-by-region, culminating in global eradication," explained Smith.

The researchers were funded by grants from the Bloomberg Family Foundation, the National Institute for Allergy and Infectious Diseases at NIH, the Bill & Melinda Gates Foundation, the U.S. Department of Homeland Security, the Fogarty International Center at NIH, and the Wellcome Trust.

Experts lambast results of US$2 million National Drug Use Survey thumbnail

A survey published by the United Nations Office on Drugs and Crime (UNODC) and Maldivian National Drug Agency (NDA) has claimed there are 7496 drug users in the Maldives.

According to the findings of the nationwide survey, 6.64 percent of people aged 15-64 in Mal? and 2.02 percent in the atolls are currently using drugs, with the highest proportion of drug users aged between 15 and 19 years old.

The study also sought to determine drug use patterns, assess behavioral characteristics, and identify ?community knowledge, attitudes and perceptions towards the drug problem?.

According to the study, being unmarried is considered a ?risky behavior among drug users?.

Non-governmental organisations (NGOs), community based organisations (CBOs), and other stakeholders were also found to ?heavily emphasise law enforcement and faith-based value systems,? as opposed to treatment and rehabilitation.

?A strong endorsement of Sharia?h law was apparent. In words of a key stakeholder, ?Treatment alone will not yield results. It must be in conjunction with proper punishment?,? the report stated.

The survey findings also ?confirmed that drug use in Maldives is predominantly a male phenomenon? and claimed the most common drugs are hash oil and brown-sugar (a heroin derivative) ? known locally as theyo and hakaru, respectively.

However, key populations such as those in jail, women, and users of ?party drugs? were left out of the survey.

Controversial findings

Informed sources who participated in the survey process have expressed serious concerns about the ?flawed methodology? of the data collection process, which they claimed had produced a final report that inaccurately and grossly underestimates drug use in the Maldives.

The number of drug users reported by the survey was extremely low compared to the number of actual users, the sources said, which previous studies had found ranged between 20,000 and 30,000 people.

?The methodologies used are flawed and do not work in the Maldivian context because of social stigmas surrounding drug use. There was no effort to develop a methodology that would be appropriate for this country context,? said a source.

The enumerators used to conduct interviews for the survey were ?very young, inexperienced kids? while those with ?extensive experience? in drug abuse prevention and with surveying were marginalised, sources claimed.

?No one in the Maldives will openly admit ?I?m a drug user? ? it?s seen as a moral issue because of religious beliefs,? the sources stated.

?The survey team was getting zero numbers from some atolls. But they insisted they were using a scientific methodology and this would be corrected at a later date,? the sources explained.

?All these young people who just finished school who were used as supervisors, they were useless,? the sources alleged.

?Teenage interviewers would go to houses and ask elders if there were any drug users in the household, and of course they said no. Additionally, drug users are also very manipulative,? the sources said.

Production of the report involved 50 enumerators surveying 3500 households, 762 people, and 72 focus group discussions.

?The incentives used ? 20 MVR for completing a questionnaire ? targeted heroin users only. Additionally, 80 percent of incarcerated population uses drugs and they were not included in this survey,? informed sources stated.

?Furthermore, the differentiation between male and female addicts, and the exclusion of women from the survey, is not something normally done,? the sources added.

The sources claimed the National Drug Agency (NDA) was informed about the methodological flaws, however no action was taken to correct the problem. ?Moreover the NDA did not set policy standards or engage in oversight and instead conduct implementation without any monitoring, they claimed.

?When this survey started two years ago, the government was informed about all these problems, but they did not give a damn about this. The purpose of all this manipulation is for political reasons. They want to show the public that the [drug abuse] problem is improving,? the sources alleged.

?The government should know what they are doing in this sector. They should know better than to use drug addiction as a political tool,? the sources stated.

Flawed findings

Expert sources involved in the survey process had strong negative reactions to many of the report?s findings.

?Being unmarried is not a risky behavior related to drug use. How did they come to this conclusion? It?s crazy!? said one informed source.

?NGOs, CBOs, and stakeholders are not in favor of punishment over treatment. NGOs changed the law to have drug abuse recognised as a disease,? they said.

New trends in drug use were excluded from the report?s focus as well.

?There are drugs that are not even mentioned in this survey coming in now, like meth, and most of the party drugs are available in the Maldives now, such as speed, ecstasy, and LSD.

?Older users are going for the heroin, while youth that are to use hashish oil are now also going for party drugs,? the sources explained.

More harm than good

The survey?s findings were ?commendable?, said National Drug Agency Chairperson and State Minister for Health, Uza Lubna Mohammed Zahir Hussain, in the report?s foreword.

?The information provided by this survey without a doubt contributes to a better understanding of the nature and extent of the impact of drug abuse and this understanding will help decision makers to identify appropriate strategies to combat the problem of drug abuse in the Maldives,? Lubna stated.

However, the informed sources were distraught by the possible ramifications of the report?s ?flawed? findings.

?Future plans, policies, and interventions will be designed based on this survey, which is not accurate. We know very clearly the results are wrong,? they said.

?Now for another 10 years there will not be enough funds for drug prevention and treatment. Donors will refer to the survey and think the Maldives doesn?t need any prevention or treatment programs, because the reported prevalence rate is so low,? said sources.

For example, expert sources explained there was only one rehabilitation center in the Maldives and that it is ?inappropriate? for the Maldivian context, as well as understaffed. No experts in drug abuse treatment staffed the rehabilitation centre, the NDA or Health Ministry, they added.

?The NDA is running the rehab center, which employs a behavior-based program for heroin users. It doesn?t work for other types of addicts and there is no oversight. There are no beds and all the toilets are broken.

?There was a marijuana user sent for treatment. Every other day he tried to swim away from the rehab island and nearly drowned because he has ?mental problems. The program didn?t match his needs,? sources stated.

Sources explained there were numerous such problems which will now be greatly exaggerated by the survey?s ?false? findings.

?Already there are next to no prevention efforts, supply reduction policies, or harm reduction programs; nothing comprehensive.

?Customs and the Maldives Port Authority have no container scanning machines and no drug-sniffing dogs. Anyone can bring drugs into the country,? they said.

?Meanwhile, government policies are changing almost every day. Whenever the government involves themselves in this sector they do harm, not good,? the sources lamented.

Sources claim that government policies under the last three administrations have been ?ad hoc? and worsened drug abuse within the Maldives. Multiple international consultants have conducted drug use assessments and their recommendations are nearly identical, yet these recommendations are never enacted as policies, the sources stated.

Minister of Health Dr Ahmed Jamsheed Mohamed also voiced concern regarding drug abuse policies. During his speech at the survey?s launch, he stated that drug abuse was the ?worst enemy of development? and based on the survey?s findings, it is necessary to ?take a break, take stock, and strategise?.

The National Drug Use survey was conducted between 2011 and 2012, by the UNODC, NDA, INOVA Pvt Ltd, All India Institute of Medical Sciences (AIIMS), in partnership with five civil society organisations. The European Union and Swedish government provided US$2,180,200 in funding.
