August good for retailers, third quarter looks bright

Aug. 30, 2012 (Reuters) ? Nearly all retailers posted better-than-expected sales gains in August at stores open at least a year as parents and students wrapped up back-to-school purchases, setting the stage for a strong third quarter.

August same-store sales rose 3.6 percent at retailers tracked by Thomson Reuters I/B/E/S, trumping forecasts for a 2 percent rise. The results exclude teen retailer Zumiez Inc , which reports numbers later Thursday.

"Back to school generates so much sales in the first month of the retailers' third quarter, it has to have a big impact," said Mark Larson, head of retail at accounting firm KPMG.

Back-to-school is the second-biggest selling season for retailers in the United States after the winter holidays. However, a strong back to school showing still does not guarantee a strong holiday season, Larson said.

"There is still too much uncertainty around consumer spending to make a declaration that (the) holiday season would be good," he said, adding that factors like unemployment, droughts, higher gas prices due to hurricane Isaac, can put a crimp on consumer spending.

Retailers are still dealing with a somewhat difficult climate. Earlier this week the U.S. Commerce Department said consumer spending in the second quarter was revised up a notch but was still below the first quarter's pace. Consumer spending accounts for about 70 percent of U.S. economic activity.

Shopping is being driven by events, such as the start of the school season or various holidays, said Michael Niemira, chief economist of the International Council of Shopping Centers.

"I don't think we would sustain this type of pace or anything near it. I would suspect you would see a lot of slowing," he said.

The ICSC sees September same-store sales rising 3 to 4 percent, excluding drugstores.

IBM's chief retail expert Jill Puleri said with the event driven shopping as kids leave for school and college, IBM expects sales of home and women's categories to go up over 8 percent during the quarter.

SALES TRUMP EXPECTATIONS

The August sales trend will give retailers confidence about the consumer mindset going into the holidays, said Joel Bines, managing director of AlixPartners' retail practice.

"They will be cautious and have planned promotions but can have more confidence about not needing unplanned promotions," he said.

Gap's 9 percent rise in same-store sales topped analysts' forecast for a 5.4 percent increase. The results were driven by strong back-to-school sales, particularly at its Old Navy chain, where North American same-store sales jumped 12 percent.

Same-store sales are an important measure of retailer performance because they strip out the effects of store openings and closings. Gap's shares rose 3 percent to hit their highest in a year.

The broader S&P Retail Index <.rlx> was down 0.22 percent, dragged by shares of Sears Holdings Corp , which plummeted more than 8 percent on Thursday on news that the U.S. retailer will be replaced by chemical maker LyondellBasell Industries NV on the S&P 500 index <. readability="25.4731707317">

Teen retailer Wet Seal Inc was the only company to miss sales estimates.

A strong August at TJX Cos Inc has the off-price retailer now expecting third-quarter earnings per share near the high end of its estimated range of 56 cents to 59 cents.

Nordstrom Inc got a big boost from the timing of its Anniversary Sale. Eight days of the sale, which offered discounts on fall merchandise, fell in August this year versus just one day in August of 2011. Same-store sales rose 21 percent, blowing past analysts' expectations for an 11.1 percent rise.

At Target Corp , sales were stronger in the second half of the month as shoppers responded to "compelling value for their back-to-school and back-to-college shopping," said Chairman and Chief Executive Gregg Steinhafel. Same-store sales were strongest in food, followed by health and beauty products.

As mentioned in our hands-on, Samsung upgraded the original Note's dual-core 1.4GHz chipset to a quad-core 1.6GHz Exynos processor. We put the device to the test today to see how those amped-up insides reflect in the Note II's benchmark scores. As you'll see below, Sammy's latest handset fares significantly better than the original Note and the Galaxy S III.

Oh, what a difference a processor makes. Clearly the step up to a quad-core CPU is to thank for the large performance delta between the Note II and the last-gen Note, though the international version of the Galaxy S III, with a quad-core 1.4Ghz Exynos processor, also falls behind in Quadrant and other tests. The Note II also trumped its Samsung siblings on the browser-focused Vellamo benchmark, which hints at snappier performance on this phone. Things on the graphics side of things look pretty good, too, if the GL Benchmark score is any indication. Our testing got cut short before we could run SunSpider, but we'll add that figure shortly.

Isaac's holiday gift: Gas prices still rising

The price at the pump has jumped to $3.82, the highest gas prices have ever been on this date. Prices are expected to go even higher in the coming days. NBC's Brian Williams reports.

?Updated at 2:57 p.m. EDT: Gas prices jumped again Thursday in the wake of Hurricane Isaac, leaving drivers facing the prospect of costly fillups as they take to the highway for a final summer spin over Labor Day weekend.

Prices climbed two cents a gallon to $3.82 nationally to a record for this time of year and are likely to edge higher still in coming days,?the American Automobile Association said. The gains came on top of a five-cent surge Wednesday when Isaac pounded the oil-rich Gulf Coast region.?The price has risen steadily from the summer low of $3.33 on July 2.

Consumers are likely to get a price break soon as oil and gas companies gradually restart their Gulf operations, but AAA said drivers should expect to pay a few more pennies by the end of the holiday weekend.

Isaac spared heavily populated New Orleans from the devastation wreaked by Hurricane Katrina seven years ago. But this week?s storm caused widespread damage and dumped more water in the region than its sister storm seven years ago, according to the National Weather Service. Thousands remain stranded and power outages have been widespread.

Up to 50,000 people in Louisiana ?were ordered to evacuate Thursday as a dam seemed ready to give way?across the state line in Mississippi.

Drivers caught a break, though, as the storm appears to have spared the region's many refineries and oil rigs, unlike the devastation that affected the industry for months after Katrina in 2005.? As a result, AAA analysts expect pump prices to decline quickly after the holiday.

?We would expect prices to be going back down by mid-September,? said Michael Green, AAA public relations manager. ?We can?t estimate exactly how much. ?

Isaac?s slow journey through the Gulf and Louisiana?s energy-refining heartland is still driving prices higher across the land, but from initial assessments the storm appears to have had no lasting damage on energy infrastructure, he said. ?Refineries and rigs shut down as a precautionary measure.

One refinery in Belle Chasse, La., was flooded, according to wire reports.

?It?s a little early to say for certain but it appears they were relatively unharmed,? said Green.? ?It?s still to be seen when there are deeper assessments, but so far there are no reports of anything significant. That?s good news for the oil refiners.?

As the storm headed north, Illinois Attorney General Lisa Madigan warned gas stations owner against price gouging after complaints against some Southern outlets in the storm?s path.?

?I?m putting (gasoline station) retailers on notice that these circumstances are not an excuse to gouge customers at the pump,? said Madigan. ?My office will be closely monitoring gas prices to ensure gas station owners are operating legally.?

Despite the storm and the higher gasoline costs, nearly 33 million Americans still plan to travel for Labor Day, said AAA. That would be a 3 percent rise in traffic from a year ago. ?Americans have been driving more on major holidays this year than they did during the depths of the recent recession, the association reports.

Amid higher fuel demand and low gasoline inventory, prices have been pushing higher, although consumers will get a break soon due to a recent jump in refinery output, said Green. Refiners have had a relatively trouble-free season and were able to boost supplies to move to gas stations ahead of the storm season.

With the end of summer, there will be fewer drivers are on the roads, as well, further reducing fuel demand.? The change of season also means stations can sell less expensive gasoline than the ozone-friendly mix they are required to pump in summer months.

Another storm could tip the scales once again. The official end of the hurricane season is Oct. 31.

?There is still a chance of more storms but Labor Day is generally considered the peak,? said Green.

For gasoline prices, it looks like high time is this weekend.

Public speaking from the Staines snowball to confidence-boosting in ...

The Civil Service Pensioners Alliance, Bournemouth and District Group

My first talk in May was back here in Bournemouth, a presentation about Patrick Campbell for the Bournemouth and District Group of the Civil Service Pensioners Alliance, who meet at St Michael's Church Hall. My last booking for them had been in March 2006 and they were a very good audience on both occasions. Afterwards I had enquiries about speaking to other organisations, including one some distance away which I would be delighted to do

Public Speaking Tip #478: You might be surprised at how far some audience members will travel to an event. A successful presentation may lead to enquiries about speaking in other areas.

Among the audience was Jim Kerr AKA comedy writer Frank E Tennis. It was good to finally meet him after being aware of his name and work for so many years. My best wishes to him.

Surrey County Council Staff Retirement Association AGM, Woking

My next booking was in Woking for a group of retired Surrey County Council staff following their AGM at the town's Trinity Methodist Church. I was met at the station by two members who acted as human sat-navs to walk me to the venue (something of a first!)

The group very kindly treated me to lunch and then I waited for their AGM to finish. In the end it ran for longer than expected and I adjusted the duration of My Life as a Freelance Comedy Writer to allow for this.

Public Speaking Tip #479: Any presentation following a business meeting may have to be shortened if the items on the organisation's agenda involve more discussion than anticipated. This is especially likely to happen when it's an annual meeting.

The talk went really well and I was asked for my details to pass on to half a dozen further groups despite there only being around 35 in the audience for this talk!

Public Speaking Tip #480: A successful presentation for a small audience may still produce a surprisingly high number of enquiries about speaking to other organisations.

This continues what I am now calling the 'Staines snowball', a large number of ongoing speaking engagements, all from recommendations, that started with my talk for Staines and District Probus Club in July 2010! This Woking booking soon led to two further talks.

Newspaper interviews as a source of quotations for speeches

On the way to my next booking, I picked up a copy of the free paper Metro on the train. It's a good source of quirky news stories for topical gags but I often read the features as well. This edition had an excellent interview with the actor Eddie Marsan and as I read it, I was struck by how many of his answers would make great contemporary quotations to include in various types of speech (always crediting the source, of course).

Since last year I have opened the talk My Life as a Freelance Comedy Writer with a quote from an interview Griff Rhys Jones gave about...comedy writing. It fits perfectly but sometimes I find quotes from interviewees from seemingly unrelated fields who have said something that is still very apt for one of my presentations.

Public Speaking Tip #481: Speakers often use sayings from books of quotations, motivational speakers (frequently over-used!) or other obvious sources. Don't overlook the contemporary, including newspaper interviews. Fewer audience members will be familiar with them and an unexpected source adds further interest.

This demonstrates what I said in my December 2011 post?about reading widely and quoting from a broad range of sources.

Marlow and District U3A, Buckinghamshire

I was reading the interview mentioned above during a journey on a boiling hot day to give an afternoon talk on My Life as a Freelance Comedy Writer to?Marlow and District U3A. After changing trains at Reading I found myself on a delightful single-track rural route to this most attractive town. One of the stations I passed through was at Bourne End, a place which was for many years home to the subject of one of my other talks, Patrick Campbell. I was able to mention this during my extremely well received presentation. People are always asking me who my humour heroes are and I so I was able to list one with a very local connection. (Of course, it also acted as a naturally-introduced plug for another of my presentations!)

Public Speaking Tip #482: Tailored local references in presentations can also include somewhere nearby that you passed through on the way, not just the location of the venue itself.

A really super audience in a beautiful area. I was most grateful for the lift from the Liston Hall to the station as I didn't fancy walking back in that heat, especially as my day's work wasn't over...

Coaching for another Mayor-making

The same council that booked me for script-editing and coaching for Mayor-making ceremonies in 2010 and 2011 made it a hat-trick this year! The final session was booked for the evening following my talk in Marlow, with the ceremony due to take place the next day, so I travelled to this particular council's offices after my talk had finished. I got there at the appointed time only to discover that due to some administrative problem there was no room available where we could work so the Mayor-Elect and myself found ourselves in a nearby cafe!

Now I have found cafes to be fantastic places to write in over the years but they are perhaps not the most suitable venues for presentation skills training!?

Fortunately it wasn't too busy and we were able to achieve some further progress through discussion and my passing on advice but obviously these preparations could not involve standing and projecting, especially as the script was a speech intended to be heard for the first time at the council meeting the next day in which the ceremony was included. It was a good job we had worked together on the Mayor's delivery during a long meeting two days earlier which had included a proper rehearsal in the Council Chamber.

Public Speaking Tip #483: Sometimes it may be impossible to find the ideal environment for the most complete last-minute rehearsal for a public speaking event but even if there is no setting where you can 'stand and deliver', you should still practise in whatever way you can, whether it's working on the script, a whispered run-through or just going over the whole speech in your mind.

I attended the ceremony the next day. I have mentioned before that the audiences for these events are never the warmest but the new Mayor didn't appear to be intimidated by them. One of my Twelve Tips for Terrified Speakers is:

"Before you say anything, spend a few seconds looking around at your audience, smiling if possible. This makes you look confident, friendly and unhurried".

That is exactly what the Mayor did, in a way that really impressed me, and the speech was delivered in a clear and personable style.

Public Speaking Tip #484: Pausing to look around at your audience before you speak buys you great credibility in terms of appearing authoritative and unfazed by the occasion.

The month ended with a second visit to the Magna Carta Country Winemakers in the Village Halls in Wraysbury, just eight months after my previous booking. Once again I was treated to refreshments before my talk, once again they were a great audience and once again I received a great testimonial:

Carphone Warehouse to carry Sony Xperia T, expected September

The Xperia T is the pick of the Sony smartphones announced yesterday at IFA 2012 in Berlin. The 4.6 inch Ice Cream Sandwich device is likely to turn a few heads, and we're starting to get the first information on where and when the Xperia T will be available. 

High Street UK retailer Carphone Warehouse has thrown up a pre-registration page for the Xperia T, announcing their plans to stock Sony's new flagship. While it may launch with Android 4.0.4, Sony has confirmed that an upgrade to Android 4.1 Jelly Bean will be made available following the launch of the device. We haven't any detailed timing on that, but it does make the Xperia T even more attractive. 

No pricing information is provided at this time, but Carphone Warehouse expects the Xperia T to be available some time in September.

UN crisis meeting on Syria: no safe havens, no agreement to act

A Turkish appeal for the establishment of safe zones in Syria got little support in a divided Security Council. France and Britain touted an international effort to raise humanitarian-aid funds.

A deeply divided UN Security Council went through the motions of a meeting on Syria Thursday, but the inability to address even the deteriorating humanitarian crisis suggests the international community remains far away from any role in ending Syria?s intensifying civil war.

France and Britain announced new funds to address what French Foreign Minister Laurent Fabius said ?no one can now deny? is a humanitarian crisis.? British Foreign Secretary William Hague said his country and France would convene an international ministerial meeting ?in the coming weeks? to solicit more humanitarian aid for Syria and to coordinate action with UN humanitarian and aid agencies.

But such individual initiatives only served to underscore the inertia of a Security Council divided between the detractors and supporters of embattled Syrian President Bashar al-Assad.

The idea of establishing a partial no-fly zone over Syria and creating safe havens for hundreds of thousands of civilians uprooted by the fighting ? a proposal promoted by Turkey ? garnered little enthusiasm.

Speaking to reporters before the meeting, Mr. Fabius and Mr. Hague put Mr. Assad on notice that military action to create a safe zone inside Syria remains a possibility. But UN officials warned that such a step would require considerable study and planning.

"Such proposals raise serious questions and require careful and critical consideration," UN Deputy Secretary-General Jan Eliasson told the Security Council meeting.

The State Department on Thursday further dampened prospects for any rapid establishment of safe havens inside Syria, saying the US preference for the time being is to focus on humanitarian needs and planning for ?the day after? Assad?s fall from power.

But US officials are hinting that the US is already working with Syrians in areas inside the country that some are referring to as de-facto safe zones ? for example, in providing training to civilians seeking to maintain utilities and other services in areas that the Assad regime no longer governs.

Fabius suggested in a post-meeting press conference that France is doing the same, saying that France is ?paying attention to the areas that have been liberated.?

France, which holds the council?s rotating presidency this month, called the meeting at ministerial level in an effort to signal the gravity of the crisis and the need for international action. The UN says that more than 200,000 Syrians have fled to neighboring countries, while some aid groups say the number is closer to 300,000. As many as 2.5 million Syrians are now ?internally displaced,? having deserted their home villages and neighborhoods.

The foreign ministers of Turkey, Jordan, and Lebanon, which are bearing the brunt of a mounting refugee crisis, attended the meeting. But US Secretary of State Hillary Rodham Clinton and her Russian and Chinese counterparts stayed away.

The US was cool to the idea of a high-level meeting, having already announced in July that the council?s inability to take action on Syria meant that it would look outside the council for international partners. The US had joined Britain and France in July for a third try at a Security Council resolution condemning Mr. Assad and threatening him with sanctions, but Russia and China vetoed Syria action for the third time since Syria?s unrest began in March 2011.

Since then the US has deepened its coordination with countries, including Turkey, which agree that Assad must go and are providing different types of assistance to Syria?s rebels.

But the US is not shutting the door on an eventual return to the Security Council. Secretary Clinton leaves Washington Friday for an Asia trip that will include stops in both Beijing and eastern Russia, where she will meet with Russian Foreign Minister Sergei Lavrov. She is expected to address Syria with the Chinese and with Mr. Lavrov, State Department officials say.

Freshbooks: Small Business Accounting that Isn&#39;t Scary

Today for Work at Home Wednesday, I?m going to talk about something that sends a shiver down the spines of most freelancers and/or sole proprietors, accounting.? When I started getting sponsored post opportunities and freelance writing opportunities, I knew I had to track my income for tax purposes, but I had no idea how to run small business accounting.? So when Quickbooks for Mac had a sale going, I snatched it up, ready to become more professional and use the well-known software.?? I cannot tell you the headaches I had with Quickbooks, mainly because I have income coming in from a variety of sources from many different ?clients? or media companies.?? Even looking at the little Quickbooks icon filled me with dread and I began to understand why some business owners use the ?shove receipts in boxes? approach.

I ignored the problem for a while and then just used a plain old Excel sheet to track income and expenses.? This approach worked okay but I had tons of different sheets going on and it was still less than ideal.? One day a few weeks ago I got fed up and worried about taxes so I searched online for easy to use, simple small business accounting systems.? I checked a handful of the recommended options out and ended up signing up for the ?free? version of Freshbooks.? I am not getting paid to write this post, although I did use a referral link. Mostly, I?ve been telling everyone in my family about this product for days, going on and on about it, so I thought why not share it for Work at Home Wednesday?

Freshbooks is a new start-up company located in Toronto.? Their website uses cloud accounting, meaning all of your accounting is stored online and if your computer dies, it?s all still online.? You can print hard copy reports once a day or week to keep in your files.? No amount of acronyms (OMG, etc.) can express how much I love this company.? It has saved me hours of time that I can spend working and getting new clients.? Here are some reasons I love it.

  1. The website is so simple.? Here are the options: create an invoice, track your time, create an expense, generate a report, check off an invoice as paid.
  2. Clients can pay by Paypal.? When you email them the invoice, they can print out a PDF of the invoice and/or they can click the link to your own?Freshbooks website and pay online with Paypal.? I have a client that pays via check, so I email them the invoice, they print off a PDF of the invoice and tear off the payment stub and mail it to me with the check.? Then I go into Freshbooks, select their invoice, select paid in full and have?Freshbooks send them an email saying the invoice is paid in full so they know I received payment.?? In the terms of my invoice, I include ?Please send payment via check, or via Paypal or Chase Quick Pay to the following email address: {my email} within 15 days of receiving this invoice.?
  3. It took me two hours to create invoices and mark them as paid for all of the work I?ve done this year.? Now all of my accounting for the year is totally caught up (Finally)! What a relief!
  4. Their iPhone app launched yesterday.? I gave it a test run last night and it is just as simple, professional, and easy to use as the website.
  5. The invoices you send to clients are simple, clean, and customizable. I?m proud to email and/or print and mail these invoices to clients.
  6. Adding an expense to a client is simple, you just click the ?add to client? button under expenses.
  7. They have a free account if you only have a few clients, but I upgraded to the $20/month account because I have 10-12 sporadic clients and a handful of regular clients.? Every penny is worth it plus you can expense the fees (be sure to add your Freshbooks payment as a recurring expense in your Freshbooks account).
  8. If I do a blog campaign and the company just sends me the money straight to my Paypal account, I just create an invoice for the money I made and click ?paid in full? that way I have a record of all income in one place.
  9. I just did a research project that was paid by the hour.? I created a new project and assigned it to the client, opened the time tracker, selected the client, the project and the task and clicked ?start.?? When I finished, I clicked stop.? Then I selected generate invoice for that project, selected the project I just finished working on and Freshbook generated the invoice with the item I?d worked on, time, and rate.? I clicked send invoice and I was done!
  10. It?s only me at Hoffman Writing Services, but if you have multiple people working on a project, you can add their time individually to an invoice.
  11. Freshbooks can generate simple reports to show you how productive you are at different projects and how well you are managing your time.

Now if you have a larger business, you may need something with more options, but for me as a freelancer with many different clients,??Freshbooks is absolutely golden.? Low favorability trails Romney up to the convention dais

Mitt Romney accepts the Republican nomination for president this week with the lowest personal popularity of any major-party nominee in polls dating to Ronald Reagan's presidency, a difficulty for Romney that's persisted throughout this election cycle.

Forty percent of registered voters in the latest ABC News/Washington Post poll see Romney favorably overall, while 51 percent rate him unfavorably - 11 points underwater in this basic measure, with a majority unfavorable score for just the second time in polls since last fall.

Barack Obama does better in this poll, produced for ABC by Langer Research Associates, but hardly well - 50-47 percent in favorable vs. unfavorable views among registered voters, essentially the same as his 2012 average in ABC/Post polls. On this, as on other measures, as hard as they've campaigned, views of the two hardly have budged.

Romney's favorability rating is the lowest of any major-party nominee at roughly the time of his convention in available data back to 1984; indeed he's the first, at this stage of the campaign, to be rated more unfavorably than favorably by a significant margin. On the other hand, Obama's net favorable rating is substantially lower than the four previous incumbents' (Reagan, both Bushes and Bill Clinton) at this point.

One previous candidate in this period had a favorability rating as low as Obama's and went on to win the presidency - George H.W. Bush in 1988. (Bush's unfavorability rating was lower than Obama's, with more undecided.) None has won with favorability as low as Romney's, increasing the pressure for him to develop more of a personal connection with the electorate, perhaps starting with his acceptance speech Thursday night.

Favorability is a broader concept than simple likeability, a measure in which Obama far surpasses Romney; it also reflects empathy, a sense that the candidate understands the problems of average Americans - an attribute on which Obama also leads, but more narrowly. Analysis of ABC/Post data this week shows that when likeability and empathy are tested together, empathy is a far more powerful predictor of vote choices.

GROUPS - Romney has particular challenges in some groups: His 34 percent favorability rating among women who are registered to vote is down by 9 percentage points from May, with particular weakness among unmarried women, a core Democratic group.

Romney is seen favorably by just 35 percent of independents who are registered to vote, numerically a low since March (albeit not significantly different from its level earlier this month). Obama's favorability rating among independents is 9 points higher than Romney's; nonetheless in a separate ABC/Post poll released Monday the two were about even among independents in vote preference, 47-43 percent, Romney-Obama, indicating that favorability is one factor in candidate support, but not in and of itself determinative.

Romney's rating also is notably low, just 21 percent favorable, among adults who say they're not registered to vote - a sentiment that would explain a focus on voter registration by the Obama camp in the two months ahead.

Romney does far better in his core ideological support groups, but with shortfalls compared with Obama. Romney is seen favorably by 69 percent of conservative voters; Obama, by 81 percent of liberals. And Obama's rating among moderates, 61 percent favorable, far exceeds Romney's in this group, 29 percent.

A variety of factors may inform these ratings; both candidates likely are low on favorability not solely because of their own doing, but because the public is in a sour mood, pinched by the long-running economic downturn. Nonetheless, while they focus in the weeks ahead on winning voters' minds, a few hearts wouldn't hurt.

METHODOLOGY - This ABC News/Washington Post poll was conducted by landline and cell phone Aug. 22-26, 2012, among a random national sample of 1,020 adults and 814 registered voters. Results have a margin of sampling error of 3.5 points for the full sample and 4 points for the sample of registered voters, including design effect. The survey was produced for ABC News by Langer Research Associates of New York, N.Y., with sampling, data collection and tabulation by SSRS/Social Science Research Solutions of Media, Pa.

GOP Convention Floor Fight Averted

A compromise on Republican Party rules will likely prevent a convention floor fight on Tuesday.

Republican National Committeeman James Bopp, who had led a movement to oppose a new delegate rule on the convention floor, confirms to ABC News that he has agreed to a deal on compromise language.

A new RNC rule would have allowed presidential candidates effectively to choose their own bound delegates. States typically determine delegate allotments through primaries, then meet later at state conventions to pick those individuals. Under the new rule, state parties would give up some power to choose, among themselves, who gets to attend future GOP conventions as voting delegates.

Bopp had led a movement to defeat this rule on the convention floor Tuesday.

Instead, Bopp has agreed to compromise language. The RNC Rules Committee will meet Tuesday to approve the replacement language, Bopp told ABC News.

"The leadership of the Republican National Committee and the Romney for President campaign has heard the concerns of the conservative grassroots voices in our party and has crafted an amendment to the Rules adopted on Friday to address these concerns," Bopp wrote in an email to Republican National Committee members. "At the same time, the revised language closes a loophole in our party rules, which previously failed to include a penalty for delegates who break their promise to vote for a particular Presidential candidate as required by state law or state party rules."

Bopp explained the impetus for the proposed change, in the first place, as fear that Ron Paul supporters bound to Mitt Romney would break party rules and instead vote for Paul. The rule sought to prevent that risk at future conventions, Bopp said.

The compromise language simply states that delegates must vote for the candidates to whom they are bound, Bopp said. If not, they'll be kicked out of future conventions and votes will be cast on their behalf.

The deal likely will not, however, allay some concerns of Ron Paul supporters.

The same new rule effectively bans future implementations of Paul's campaign strategy - of organizing and amassing delegates at state conventions - by requiring states to allocate delegates by statewide vote. Bopp's deal does not change that.

While no countermeasure will likely come up on the convention floor, Paul supporters will likely still be unhappy with the new rules. In Tampa Paul has 320 delegates supporting him out of 2,286 total, according to Paul Campaign Manager Jesse Benton.

The Minthill House is exactly how it sounds - A house. We are not a large facility with a large staff and many patients which do not let you leave the House. You are one of only four patients recieving help from us here at Minthill, recieving attention from two skilled doctors who truly care about their patients.

We understand you may have other concerns about your stay, such as the conditions of people you will be housemates with. Our patients are carefully selected with conditions which are naturally harmful to others as well as personalities which shall not clash with other's too much. Minthill Home for the Troubled is just as avertized by mental health specialists: A comfortable, home-like environment with care from certified, passionate doctors. The house has what every other house would; Bedrooms, bathrooms, hallways, a living room, a kitchen, and a dining room - Even a study! Everyone here has some kind of problem such as Drug Addiction, Depression, Grief, Alcoholism, Extreme Fear, Delusions, Anger Management Issues, Confusion, or even an extremely irrational, crippling fear of something. (Basically any mental issue that isn't hardcore like schizophrenia)

Each BEDROOM is identical and almost made to be rearranged. They are large and well lit with their own televisions as well as their own, personal bathrooms. The windows of the room open as well, letting in a cool breeze. However, there is a very thin, rounded steel screen for the patient's protection, but is so thin that it's almost not noticable. The door, however, has no lock.

Every bedroom has it's own personal BATHROOM, designed for simplicity, but also comfort. Everything has a grip on it to keep people from losing their balance and falling, but it is open even to feel refreshingly free. However, there is no lock on the door.
Even the LIVING ROOM, DINING ROOM, and KITCHEN look open and free, even through everything does have some sort of safety feature. People are monitored while cooking dinner due to the cutlery (which are stored away when it is not mealtime), the utensils are set on the table, washed, and put straight away into lockable drawers, etc. for patient safety.

It's the type of place that you'd walk into a find yourself wondering:

Dolphins quarterback Ryan Tannehill is starting his second consecutive preseason game tonight, and for the second consecutive week he?s failed to complete 50 percent of his passes.

At halftime, Tannehill has completed 11 of 25 passes for 112 yards, with no touchdowns, one interception, one fumble and a passer rating of 40.8. Tannehill?s best play was a 15-yard run.

Tannehill?s accuracy has been a problem, although he hasn?t had a lot of help, either from his offensive line or from his receivers. Davone Bess has been solid, with four catches for 59 yards, but Tannehill hasn?t had many open wide receivers other than Bess, and tight end Anthony Fasano has dropped three passes.

The Falcons, who lead 9-3 at halftime, have gotten more going in their passing game, with Matt Ryan completing 12 of 18 passes for 162 yards, and Julio Jones catching four passes for 90 yards. SEATTLE (AP) ? Thunderstorms and lightning threatened fire officials' plans to contain a large blaze in central Washington state as hundreds of Washington and California residents returned home to find out whether their homes were spared.

In Idaho, authorities on Saturday issued a mandatory evacuation order for some 350 homes in the area around Featherville due to thick smoke. That town and the community of Pine, both recreation getaways in the mountains 105 miles northeast of Boise, remained in the path of a 130-square-mile wildfire that has been burning for two weeks.

Fire managers were concerned that poor visibility could hamper the evacuation process, fire spokesman David Eaker said. The smoke also prevented retardant bombers from reaching the fire and aerial reconnaissance flights from locating the fire's leading edge.

"It's a very active, very dangerous fire," fire information officer Steve Till said. Crews "were prepared for it, but civilians are probably much better not being here."

The Idaho Emergency Operations Center on Saturday assigned an Idaho National Guard helicopter to fires in the southwest part of the state to be available for medical evacuations if needed. Officials said the UH-72 Lakota helicopter and seven soldiers were scheduled to be stationed in Pine as early as Monday.

The Trinity Ridge Fire burning through timber grew 15 square miles overnight. High temperatures combined with low humidity and difficult terrain made it harder for the 1,082 firefighters assigned to the blaze.

Fire spokeswoman Lisa Machnik said Saturday that three firefighters suffered ankle and knee injuries because of the rough terrain.

In Utah, evacuations were ordered for two housing developments after three separate fires were reported near the Jordanelle Reservoir east of Park City.

Wasatch County and Jordanelle Fire Department officials said evacuations were ordered Saturday for the Fox Bay Condominiums and Stillwater developments, along with Jordanelle State Park.

The three wildfires had burned a total of about 400 acres, the Deseret News reported. Multiple agencies, as well as two helicopters and four airplanes were battling the fires.

To the northwest, many residents in Washington state were returning to the south and east sides of a 35-square mile blaze near the town of Cle Elum in the Cascade Range, about 75 miles east of Seattle. That fire burned out of control for much of the week, destroying 70 residential properties and 210 other structures on the east side of the Cascades.

"People are finding a little bit of everything. Some homes were damaged, some homes were destroyed and some homes weren't even touched," Fred Slyfield, emergency management specialist for Kittitas County, Wash., said Saturday morning.

Nearly 1,000 firefighters and other personnel and eight helicopters were still building a line around the fire, which started Monday at a bridge construction project and exploded through dry grass, brush and trees. More than 400 people fled their homes. About 30 people are in local shelters, Slyfield said.

Fire danger remained high in the area, with hot, dry weather and a chance for storms and lightning expected Saturday evening.

"We're kind of on edge about that," said Mick Mueller, a spokesman at the fire command center.

Fire officials said crews are ready to respond quickly should lightning and winds trigger new fires in the area late Saturday, fire spokesman Matt Comisky said Saturday morning.

Firefighters in California made progress on some of the nearly dozen wildfires burning across that state. About 400 residents were allowed to return home in a rural area of San Diego County in the southern part of the state.

Crews also were gaining ground against a series of Northern California wildfires, but fire officials said lightning sparked more than a dozen new blazes in the area late Friday and early Saturday.

Most of the new fires were small, state fire spokesman Daniel Berlant said.

A sprinkling of rain early Saturday helped crews battling a large fire in the Plumas National Forest, about 120 miles north of Sacramento. Firefighters had that blaze 38 percent contained.

The Chips fire has consumed nearly 70 square miles and continued to threaten about 900 homes.

"We're encouraged by the progress our folks have been able to make," fire spokesman John Nichols said Saturday. "The weather last night and this morning helped the night crew get that much more done."
